Classification Description Summary
The Assistant Building and Safety Manager is a mid level supervisory classification responsible for providing administrative support to the Building and Safety Manager and managing the daily operations and activities of the building inspection, plan review functions. The incumbent exercises considerable independent judgment and provides technical advice in the review of permits, plans and specifications for compliance with adopted codes and ordinances as well as the interpretation of adopted codes during the inspection and enforcement process. This classification is distinguished from the next lower classification of Inspection Services Supervisor by the performance of more technical and complex duties as well as budgetary, supervisory and management responsibilities. In the absence of the Building and Safety Manager, and/or in emergency situations, the incumbent assumes all of the duties, responsibilities and authority of the Building and Safety Manager.
The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.
Provides technical and administrative assistance to the Building and Safety Manager.
Assists in managing, directing and organizing the building inspection, and plan review divisions.
Assigns, trains, supervises, reviews and evaluates the work of assigned staff.
Responds to the most difficult inquiries and complaints and performs the most complex building inspections.
Assists in the development and implementation of division goals, objectives, policies, procedures and work standards.
Ensures that assigned activities are performed in accordance with appropriate codes, ordinances, and policies, and that required documentation is submitted and maintained; reviews and approves complex plans.
Guides staff in making complex interpretations and decisions concerning technical problems related to plan checking, building inspection, and complaint investigation.
Maintains current knowledge of new construction methods, materials and techniques, codes and regulations related to building inspection.
Assist in the development and administration of the division's annual budget; participate in the forecast of funds needed for staffing, equipment, materials and supplies; monitor and approve expenditures; implement adjustments.
Performs the duties and responsibilities of the Building and Safety Manager in his/her absence.
Reviews plans and manages the building inspection process for those projects that are controversial, have major policy decisions involved, or have complex or unusual construction issues.
Respond to and resolve difficult and sensitive citizen inquiries and complaints.
Performs other duties as assigned.

Education and Experience Guidelines - Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
An Associate's degree from and accredited college or university with major course work in building construction, engineering, architecture or a related field.
A Bachelor's degree from an accredited college or university with major course work in building construction, engineering, architecture or a related field would be preferred but not required.
Six years of increasingly responsible building plans examination and building construction and inspection experience including preferred two years of supervisory responsibilities of combination inspectors.
License or Certificate:
Possession of an appropriate, valid driver's license.
Possession of an ICC Residential Combination Inspector Certification AND a Commercial Combination Inspector Certification.
Possession of or ability to obtain within the first 6 months of employment, ICC Certified Building Official Certification.

Environment: Work is performed both in a standard office setting and in the field with travel from site to site and exposure to outdoor field environment and all types of weather and temperature conditions; work and/or walk on various types of surfaces including slippery or uneven surfaces and rough terrain.
Physical: Primary functions require sufficient physical ability and mobility to work in both an office and field setting; to stand or sit for prolonged periods of time; to occasionally stoop, bend, kneel, crouch, reach, and twist; to lift, carry, push and/or pull light to moderate amounts of weight; to operate motorized vehicle; to operate office equipment requiring repetitive hand movement and fine coordination including use of a computer keyboard; and to verbally communicate to exchange information.
