Test Manager Billet at Nellis AFB
The F-22 Program Office requires a Program Office Test Liaison (Test Manager), located in the Las Vegas, NV, area to support F-22 Test and Program Office integration planning and execution activities. The F-22 Enterprise is responsible for the test, modernization and sustainment of F-22 aircraft resident at Nellis AFB and in close coordination with the F-22 Program Office, supports Integrated Test, Developmental/Operational Test, and Weapons and Tactics Training. Mission areas include coordination with multiple organizations across many activities in support of aircraft delivery, integrated logistics, engineering support, post-production upgrades and modification planning, supply chain management, program management, and business operations. This candidate will coordinate with and manage various team leaders and efforts reporting to the F-22 program office and (when required) Air Combat Command documenting requirements and necessary tasks for successful mission accomplishments at Nellis AFB. The candidate will also assist in development of integrated strategic plans to achieve test and tactics development objectives into an Integrated Master Plan/Schedule for F-22 Test Operations. The candidate must work well with a widely-dispersed team and be assertive in capturing key inputs and data into an executable plan. The candidate must also have excellent writing skills. Proficiency with integrating master schedules with common PM tools, such as MS Project, is highly desired. Familiarity with DoD 5000.02 acquisition policies and processes a plus, but not required.
Duties include but are not limited to:
Using common PM tools and practices to manage risk, control cost, maintain schedule and meet performance expectations throughout program execution
Capturing action plans focused on manpower & personnel, facilities, security, and IT/comm systems in a comprehensive test operations plan
Facilitating the development of continuity of operations plans and training programs for tactical development and weapons school support
Coordinating various team inputs into strategic master plan to include development of a MS Project IMS
Researching and advising government customer(s) on the planning and execution of F-22 product support/sustainment contracts
Travel: Occasional travel required (10-15%) to Edwards AFB, CA, Wright-Patterson AFB, OH, St. Louis, MO, Fort Worth, TX, and other F-22 acquisition and operations locations may be required.
BASIC QUALIFICATIONS :
Bachelor's degree and minimum 6 years of Test and Evaluation experience, and 3 years of Project/Program Management experience are required.
DoD Clearance Requirement: Top Secret or TS eligible
Self-starter with excellent writing and communication skills is a must.
Experience building/integrating plans and schedules for large-scale projects is highly desired.
Familiarity with DoD 5000.02 acquisition policies and/or mission transition or centralization projects is ideal, but not required.
The Candidate must demonstrate comprehensive experience and knowledge of:
Working with geographically-dispersed teams to achieve common end state goals
Engaging with customer stakeholders at both working and senior levels
Developing project/program plans from requirements definition through allocation of resources and sequencing of tasks
Professional writing skills, to include executable action plans for projects spanning 2-5 years in duration
Common PM tools and practices

ADDITIONAL QUALIFICATIONS:
Experience working in the Air Force Life Cycle Management Center or other DoD acquisition organization is desired
Level II DAWIA certification in Test and Evaluation or Program Management and/or PMP is desired
