Major Duties and Responsibilities:
Serves as the Test Director for USAFWC Nellis 5G-Next Gen Test Range. Plans, develops, implements, integrates and coordinates all requirements for assigned tests and experiments. Manages the scheduling and integration of multiple technologies for test, develops and analyzes measures of performance and effectiveness. Compiles data, conducts data analysis, makes fielding recommendations on technologies used on the USAFWC Nellis 5G-Next G Test Range. Conducts Operational Use Evaluations.
Expected tasks to include:
Provides a total systems perspective including a technical understanding of relationships, dependencies, and requirements of hardware and software components
Coordinates with team members to ensure problem solution, appropriate risk reduction, and user satisfaction with tests
Makes recommendations on test and evaluation strategies for major systems installations
Plans, implements, tests, documents, and maintains solutions to total systems or subsystems using internally created and/or COTS products
Gathers and analyzes data to support the development of system requirements
Develops work plans, procedures, and test cards
Interfaces with various team members to implement tasks according to the plans
Evaluates and recommends systems/equipment/technologies to meet test goals
Develops test and evaluation plans and test procedures with acceptable pass rating results
Compiles and analyzes documentation, data, and other products to evaluate and validate sensor system performance capabilities and effectiveness, assesses risk, and determines operational feasibility and benefits of USAFWC 5G - NextG systems or technology prototypes to include recommending assessments of system performance, identifying deficiencies, and investigation of physical science phenomena
Conducts evaluations of the quality of proposed and existing software systems and solutions that support various cyberspace software activities to be integrated into various networks and architectures
Conducts capability vulnerability assessments and testing customized to the system function and technical requirements and based on status within security assessment and authorization cycle and authority to operate status
Evaluates capabilities components against their ability to resist threats in the deployed environment, configurations, and implementation of firewalls, proxy servers, routers, VPNs, IDS, wireless networks, etc., against legal requirements, departmental/local procedures associated with operations
Provides content towards the development of test and evaluation plans and test procedures
Tests software applications for operational deployment throughout the entire systems’ life cycle
Leads planning and development of test environments that are to be integrated into the USAFWC 5G/NextG Range Test Enterprise Architecture
Performs tests and experimentation in support of USAFWC test activities/ experimentations to include test architecture development, equipment calibrations, repairs, modifications, and adjustments to support task objectives
Analyzes capabilities for potential vulnerabilities that may result from improper system configuration, hardware or software flaws, or operational weaknesses
Presents any security issues that are found to the system owner with an assessment of impact and a recommendation for mitigation or a technical solution
Conducts prototype assessments in field environments, operates test instrumentation, and supports remote testing
As necessary, serves as USAFWC representative to Federal government agencies, other external organizations and higher authorities.
Responsible for keeping the USAFWC leadership fully informed of test progress, issues and their resolution, and any impacts on schedule.
Assures that customer or other agencies participation in the tests is in accordance with the agreed upon test plans and that commitments are being maintained.
Assures early identification of problems and/or issues and facilitates the resolution of identified problems or issues in the most appropriate manner.
Controls and manages test execution, milestones and reporting from planning through project completion and initial operations.
Candidate must have at least 10 years of relevant DoD Developmental or Operational Test experience, preferably in Command and Control systems or tactical communication systems.
Candidate must have at least 5 years experience as a Test Director or Test Manager with communications programs, requirements, equipment and materials.
The candidate must have a strong attention to detail and organization skills, and the ability to work in a team environment with demonstrated leadership and customer interface skills.
The successful candidate should have good analytic skills, problem-solving skills and be capable of operating in a multi-tasking environment.
Knowledge of and experience with tactical military communication systems and interfaces/translators required.
Extensive test and evaluation experience to include test plan writing, design of test, test execution, data analysis, and reporting.
Familiarity with RF systems, datalinks, and mobile cellular communications.
Recent experience managing and sustaining Command and Control systems is highly desired.
Experience working with fighter data links or AESA technology in a test team environment is a plus.
Experience leading technical collaboration with DoD and Service S&T centers, National Laboratories, and FFRDC and UARC organizations.
Familiarity and relationships across non-DoD and commercial technology providers in key modernization priority areas
- B.S. in technical discipline required. M.S in technical discipline desired (System Engineering, Computer Science, Information Systems, Engineering Science, Engineering Management).
Current Top Secret (TS) Security Clearance with SCI eligibility, and the ability to obtain access to Special Access Required (SAR) Programs and Special Technical Operations (STO).
Candidates without a TS clearance may be considered, but candidate must have a current SSBI to be considered.
